Sask. authorities declare canada's self proclaimed queen compound as a health

Rich Mound – Saskatchewan provincial officials say that some former schools, which served as the self-proclaimed “Queen of Canada” complex and her followers have been declared unsuitable for human residence, and residents have been ordered.

The Saskatchewan Health Department said in an email that the occupancy rate of Richmound buildings is prohibited under Section 22 of the Public Health Act, based on the facility being multi-person residence and not connected to the local government sewer system.

According to the email, the order has been issued to those currently occupying the building, but the order only covers the building and is not a trailer for the site.

Police arrested 14 people on Wednesday in a village west of Regina, group leader Romana Didullo and property owner Ricky Manz.

All groups were released later, but Didulo and Manz were re-arrested on Thursday after being accused of violating the condition that they would not contact each other.

Health officials say anyone who violates the order will face a fine of up to $75,000 for the initial violation and face $100 for each day the violation continues.

“The police lawsuit filed earlier this week at a former school facility on Richmound, Saskatchewan, has been actively involved in assessing public health risks filed on the site, in collaboration with Saskatchewan's RCMP and city officials,” the Health Department email said.

“As of Friday, September 5, 2025, SHA Public Health has gathered sufficient evidence of health concerns and compliance issues at this facility to determine that public health safety is at risk.”

Authorities said an order declaring a building, or part of it, will remain unsuitable for human residence until the defect is corrected in the satisfaction of public health officers.

In an online video posted by the group on Saturday, spokesman Darlene Ondy said he appeared alongside Christopher Justin Muffenbaier, who was called “the second prime minister of Canada.”

Ondi said the group was ordered to leave without notice on Friday afternoon and complied peacefully.

“It's inhuman, it's vulgar and illegal,” she said.

Didulo and Manz have been accused of trying to intimidate participants in the judicial system earlier this year. Manz was arrested and charged with assaulting two police officers in July.

RCMP says it has obtained a search warrant after receiving reports that a person inside had a firearm. Officers seized 13 copycat semi-automatic handguns along with ammunition and electronics.

Many on Richmounds complain that the group is destructive. In the summer, the village office closed the doors to the public outside that had previously been scheduled, citing harassment and threats against staff.
